The escalating climate crisis and the rise in energy poverty raise new questions about the interplay between the environment, society, and poverty. This article examines the benefits of a national initiative that aims to advance the installation of solar systems on the roofs of condominiums where most apartments are state-owned and used for public housing. The initiative stems from an amendment to the Real Estate Law of 1969, which seeks to encourage the generation of energy from renewable sources in condominiums.

The research method is based on focus groups with tenants from public housing across the country and in-depth interviews with stakeholders from the fields of welfare, environment, and energy, including government officials, local authorities, the third sector, and the energy industry.

The findings show that significant social benefits could arise from directing the initiative's revenues to the tenants' use, and, moreover, from establishing a systematic, long-term mechanism in which tenants participate in the initiative, particularly in decisions regarding the use of its revenues. However, in the model proposed by the state for implementing the initiative – transferring the responsibility for installing and operating the solar systems to energy companies in exchange for monthly usage fees – it is doubtful to what extent the potential benefits can be realized. Examining the findings through the broader trend of housing financialization, i.e., treating housing primarily as a financial asset rather than a social good and prioritizes the financial returns on housing assets over the social function of providing stable and affordable homes for individuals and families, raises questions about whether the initiative represents another step in the privatization and commodification of public housing in Israel.

The initiative illustrates how environmental objectives are translated into a tool for generating profit from public housing assets using market mechanisms, hindering the ability to fulfill the social and environmental potential of such initiatives. The financial logic underlying the initiative blurs the broader context of the state's withdraw from welfare and environmental responsibilities. This financial logic inherently pushes and limits the social opportunities inherent to the initiative and positions the treatment of energy poverty as well as the production of renewable energy, as a matter of profit rather than public responsibility.
