Culture-Sensitive Mediation: A Hybrid Model for the Israeli Bukharian Community

The article was written with the aim of developing a mediation model tailored to the Bukharan <br>Jewish community in the city of Ramla. This comes after failed attempts to establish a mechanism of mediators among community members. The failures stemmed from the fact that the modern Western mediation model, developed at Harvard University, was found unsuitable for this specific community, its customs, and its traditions. The article describes research specifically designed to develop a customized mediation model that studied the cultural characteristics of Bukharan Jews in Ramla and their preferences for handling conflicts within the community. The research employed a mixed-method approach, including semi-structured questionnaires, a focus group, and interviews. The findings enabled mapping the unique cultural characteristics of the researched community and comparing them to those of Israeli society at large. Additionally, the research reveals how the Bukharan community in Ramla prefers to resolve conflicts, preferences based on the social structure and norms of the community. Members of the community accept social inequality as natural and self-evident, tolerate ambiguous situations, and tend to avoid direct confrontations and emotional expressions. In the event of a conflict, most respondents prefer to approach a respected figure in the community, with the most favored figure being one of their rabbis.<br><br>המאמר נכתב מתוך מטרה לפתח מודל גישור המותאם לקהילת היהודים יוצאי בוכרה בעיר רמלה. זאת בעקבות ניסיונות כושלים להקים מנגנון של מגשרים בקרב בני הקהילה. הכישלונות נבעו מהעובדה שמודל הגישור המערבי המודרני שפותח באוניברסיטת הרווארד נמצא כלא מתאים לקהילה הספציפית, למנהגיה ולמסורתה. המאמר מתאר מחקר שנבנה במיוחד לצורך פיתוח מודל הגישור המותאם אשר למד את מאפייני התרבות של יהודי בוכרה ברמלה ואת העדפותיהם לגבי התמודדות עם סכסוכים בתוך הקהילה. המחקר נעשה בשיטה מעורבת וכללה שאלונים חצי מובנים, קבוצת מיקוד וראיונות. הממצאים איפשרו למפות את המאפיינים התרבותיים הייחודיים של הקהילה הנחקרת ולהשוותם למאפיינים של כלל מדינת ישראל. בנוסף, המחקר מלמד כיצד הבוכרים ברמלה מעדיפים לפתור את מחלוקותיהם, העדפות המתבססות על המבנה החברתי והנורמות של הקהילה. בני הקהילה מקבלים אי שוויון חברתי כדבר טבעי ומובן מאליו. הם סובלניים למצבים עמומים ונוטים להתחמק מעימותים ישירים ומהבעת רגשות. רוב הנשאלים מעדיפים במקרה של סכסוך, לפנות &nbsp;לאדם מכובד בקהילה כשהדמות המועדפת היא של אחד הרבנים שלהם.
