Israel's Control of the Territories - An Emerging New Legal Paradigm

Formally, Israel is still the occupying power in the West Bank, and arguably so in Gaza. The occupation paradigm, however, does not reflect the actual situation on the ground. In effect – Israel has divided the territories to two areas. In the first, Israel employs a process of assimilation - slowly turning the area to part of Israel. In the second – Israel "outsourced" control over the lives of Palestinian to various non-state actors.
