Advancing Lower Carbon Emissions and Energy Efficient Operations

National greenhouse gas mitigation plans are usually comprised of multiple policy actions that aim to advance GHG emission reductions within the national boundaries. The paper provides an overview and evaluation of actions that have been undertaken for improving energy efficient operations since the approval of such a national plan. The focus of this paper is on programs that are designed to move Israel to a lower carbon economy by financially assisting industries, municipalities and small businesses to adopt strategies to conserve energy and enhance their energy efficiency. The paper compares the cost-effectiveness of emission reduction actions, highlighting substantial differences in the effectiveness of the measures undertaken. The measures described in the paper shed light on the complexity of implementing such a program, yet, it may assist economies in transition in carrying out such actions.
